Three charged in North Toledo kidnapping incident

Two men and a woman are accused of kidnapping a North Toledo man and assaulting him Tuesday over missing money, according to Toledo police. 

Rashaad Sultan, 26, and Larry Vincent, Jr., 38, both of the 400 block of Cincinnati Street, along with Janae Harris, 20, of the 400 block of Southgate Circle Drive, are charged in the incident. 

Sultan and Mr. Vincent are both charged with kidnapping to terrorize or inflict serious physical harm, a first-degree felony, and second-degree felonious assault. Ms. Harris is charged with two counts of complicity to aid another in the commission of kidnapping — one first-degree and one second-degree felony.

Sultan is out on post-release control for involuntary manslaughter for the January, 2010, death of Brian Robertson. 

On Tuesday, police said the three suspects went to the Cincinnati Street home, where they found Ryan Anderson, 28, who also lives there. 

They are each accused of tying up Mr. Anderson and beating him with a pipe until he agreed to show them where another person lived, according to documents filed in Toledo Municipal Court. 

On Monday, Mr. Anderson had a guest at the home, and money reportedly went missing, according to Toledo police spokesman Sgt. Kevan Toney. The three suspects wanted to know details from Mr. Anderson about this person, said Sergeant Toney. 

The group then forced Mr. Anderson into a vehicle so he could show them the location of the other person, court documents show.

While they were stopped at a gas station on  East Broadway in East Toledo, Mr. Anderson got a cell phone and called 911, said Sergeant Toney. Mr. Anderson gave brief details about the incident and provided information about the vehicle in which he was being transported. 

This was reported to police about 1:20 p.m. Tuesday. 

Toledo police stopped the vehicle near Starr Avenue and White Street, where Mr. Anderson got out of the vehicle and mouthed to the officer, “It’s me,” according to a police report. 

Mr. Anderson was taken to Mercy Health St. Charles Hospital with unknown injuries. 

Officers searched the Cincinnati Street home, where they found evidence that corroborated Mr. Anderson’s story, Sergeant Toney said.  

The three suspects were arrested and booked into the Lucas County jail. 

They were arraigned in Toledo Municipal Court Wednesday, where bond for each was set at $100,000. They were ordered to have no contact with the victim, according to court records. 

They are scheduled to appear for a preliminary hearing March 21.
